National Policy and Legislation Focus

The UJJRP is working on developing a legislative and policy framework to support a criminal justice system for minors that incorporates international standards related to the rights of minors and is supported by stakeholders.

This work is led by the Interdepartmental Working Group on the Development of Criminal Justice for Minors, co-chaired by the Ministry of Justice of Ukraine and the Supreme Court of Ukraine and which also includes the following: the General Prosecutor’s Office, the Ministry of Interior, the State Penitentiary Service of Ukraine, the Ministry of Education and Science, the Ministry of Labor and Social Policy, and leading non-governmental organizations in the youth justice field.


Policy: The UJJRP Strategy

The UJJRP is working with partners to analyze the current situation at each stage of the criminal justice system and develop recommendations:

  • Prevention
  • Pre-Court
  • Court Process
  • Sentencing
  • Corrections

Legislation

To date, the Working Group has developed a Concept on the Development of Criminal Justice System for Minors which has been signed by the President of Ukraine.

Following approval of the Concept, in November 2011, the Cabinet of Ministers approved the Action Plan to Implement the Concept on the Development of Criminal Justice for Minors.
